England & Wales LGPS Scheme Parameters (Type 10)
Enables you to specify date-effective parameters for the Local Government Pension Scheme (LGPS) Career Average Revalued Earnings (CARE) scheme for England and Wales, including the method to use to determine actual annual earnings, a number of user-definable pay element categories and pay bands consisting of a maximum actual annual earnings value and the corresponding employee contribution rate.
General
Effective Date
Enter the effective date of the type 10 scheme parameters that you want to maintain, or select one from the drop-down list.
If the effective date does not exist, a prompt is displayed allowing you to create the new date. If you choose to create the new effective date, New Parameters is displayed where you can copy an existing set of parameters and amend the details.
Method
Enter one of the following values to specify the method to use when determining the employee's actual annual earnings on which their contribution percentage is based:
- Pensionable Pay (PP) for the period.
- Average PP-to-date - the average of the Pensionable Pay year-to-date grosses is annualised.
- Pay for a number of historic periods - the average of all pensionable fixed pay elements and selected temporary pay elements over a number of historic pay periods is annualised. The temporary pay elements to be processed must be included in the pay element category that is specified in the Meth 3/7 Cat field; the number of historic pay periods must be specified in the Historic Periods field.
- Actual pay for year - the sum of the year-to-date amounts for selected pay elements as of the previous year-end, once the year-end cleardown has been run. The pay elements to be summed must be included in the pay element category that is specified in the Meth 4 Cat field.
- Cumulative Pensionable Pay (CPP) for the period.
- Average CPP-to-date - the average of the Cumulative Pensionable Pay year-to-date grosses is annualised.
- Pay for a number of historic periods as at a given date - the average of selected temporary pay elements over a number of historic pay periods and all pensionable fixed pay elements at a given date is annualised. The temporary pay elements to be processed must be included in the pay element category that is specified in the Meth 3/7 Cat field; the number of historic pay periods must be specified in the Historic Periods field.
Note: Any pensionable pay elements that should be excluded from the calculation for methods 1, 2, 3, 5, 6 or 7 must be included in the pay element category that is specified in the Rate Excl Cat field.
Maximum Age
Enter the maximum age permitted for membership of this scheme. A payroll exception message is produced when the employee is one month away from this age.
HMT Revaluation Order %
Enter the percentage by which the value of Assumed Pensionable Pay (APP) is increased where a period of reduced pay spans two 31st March dates.
Employer's Cont. Rate %
Enter the employer's contribution percentage for this scheme.
Historic Periods (M W)
This field is only enabled if you entered method 3 or 7 in the Method field. Enter the number of historic pay periods (months and weeks) that should be used to determine the annual earnings using method 3 or 7.
Rate Identifier
Enter the ID of the default rate calculation parameter that you want to use to calculate the daily rate of APP for this scheme, or select one by clicking window to display Rate Calculation Parameter Selection. This rate calculation parameter is only used if a suitable rate calculation parameter is not associated with the employee's service conditions.
Meth 3/7 Cat
This field is only enabled if you entered method 3 or 7 in the Method field. Enter the ID of the pay element category that contains all the temporary pay elements that should be included in the calculation to determine the annual earnings using method 3 or 7, or select one from the drop-down list.
Meth 4 Cat
This field is only enabled if you entered method 4 in the Method field. Enter the ID of the pay element category that contains all the pay elements that should be summed to determine the annual earnings using method 4, or select one from the drop-down list.
Non Pen PE Cat
Enter the ID of the pay element category that contains all the pay elements that are pensionable from 1st April 2014 but were not previously pensionable, or select one from the drop-down list. This includes pay elements that relate to non-contractual overtime and additional hours for part-time employees as these payments were not previously pensionable. You should ensure all pay elements in this category have been set as pensionable using the appropriate accumulator (statutory 0920 or optional).
APC PE Cat
Enter the ID of the pay element category that contains all the pension pay elements that are used to deduct Additional Pension Contributions (APC), or select one from the drop-down list.
AVC PE Cat
Enter the ID of the pay element category that contains all the pension pay elements that are used to deduct Additional Voluntary Contributions (AVC), or select one from the drop-down list.
ARC PE Cat
Enter the ID of the pay element category that contains all the pension pay elements that are used to deduct Additional Regular Contributions (ARC), or select one from the drop-down list.
ASBC PE Cat
Enter the ID of the pay element category that contains all the pension pay elements that are used to deduct Additional Survivor Benefit Contributions (ASBC), or select one from the drop-down list.
Added Years PE Cat
Enter the ID of the pay element category that contains all the pension pay elements that are used to deduct Added Years Contributions, or select one from the drop-down list.
Preston PE Cat
Enter the ID of the pay element category that contains all the pension pay elements that are used to deduct Preston Buy Back Contributions, or select one from the drop-down list.
Rate Excl Cat
Enter the ID of the pay element category that contains all the pensionable pay elements that should be excluded from the calculation to determine the annual earnings using methods 1, 2, 3, 5, 6 or 7, or select one from the drop-down list.
Whole Period Starter
Select this check box if whole period values are to be used to band new starters.
Re-Band Leaver
Select this check box if actual period values are to be used for banding leavers.
Meth 4 Annualise
Select this check box if Year-to-date earnings are to be annualised for mid-year starters.
Aggr. Post Banding
Select this check box to allow aggregation of post earnings for banding purposes.
Pay Bands
Band
Display only. The number of the pay band.
Annual Earnings (Inclusive)
Enter the maximum actual annual earnings for this pay band.
Employee's Contribution Rate %
Enter the employee's contribution percentage for this pay band.
